2021년 5월8일 이한동 전 총리께서 서거하셨다. 소식을 접하고 잠시 멍해짐을 느꼈다. 건강도 좋아졌다고 들었고 곧 다시 뵐 날이 오고 있다고 믿었는데 날아든 비보에 슬픔이 밀려왔다. 총리께서는 수술후유증으로 건강이 나빠졌으나 꾸준한 몸 관리로 많이 좋아지셨다고 했다. 총리님이 공직에서 물러난 후에 오랜 교분이 있었던 어른들과 보좌진들이 두 달에 한 번 한길회라는 모임을 가져왔는데 작년 11월 6일 포천에서 가까운 광릉숲 마을에서 모였던 것이 총리님과의 마지막 만남이 되었다. 그날은 총리님의 건강상태가 좋아 보였고 기분도 좋으셨다. 총리님은 마지막 인사에서 코로나 사태가 빨리 종식되어 자유롭게 만날 날을 기약하자고 하셨다.

 이한동 총리는 전두환 정권의 민정당에 참가함으로써 정치에 발을 들였다. 당시에 그는 정치인도 아니었고 군인도 아닌 검사장을 눈앞에 둔 검사였다. 이 시기에 발탁된 신진인사들을 정치 테크노크랏 이라고 불렸다. 고사도 하고 고민도 하다가 민정당에 참가했고 초선으로 당의 사무총장과 원내총무를 역임했다. 노태우 정권 때는 재선으로 당 정책위의장. 원내총무를 지냈다. 또 내무부 장관으로 일하기도 했다. 김영삼 정권 때도 원내총무와 국회부의장을 역임했다. 원내총무를 3번의 바뀐 정권에서 각 한 번씩 했다는 것은 전무후무한 기록이기도 하지만 원내대표의 역할인 대화와 타협의 정치로 인정받았다는 뜻이다. 이한동 총리는 의원 시절부터 대화정치를 주장한 의회주의자였다. 대화하고 타협하고 양보하고.. 그래서 얻어진 별명이 포용의 정치인이었다, 그리고 ‘이한동 총무학’이라는 신조어를 탄생시켰다.

 이한동 총리는 상대의 마음을 알아주는 정치인이었다. 여, 야가 극단으로 대치하고 있을 때는 여, 야 의원들이 각각 이한동 총리를 찾아왔다. 돌파구를 찾을 지혜를 구하고자 했을 것이다. 김종필 총재의 권유로 자민련으로 당적을 옮긴 후 자민련 소속으로 지역구 6선을 하고 최초의 인사청문회를 거친 국무총리가 되었다. 2년 2개월의 재임은 당시까지 최장수 국무총리였다. 총리시절에 각 부처의 이기주의를 없애고 부처 간의 협력을 끌어내어 일하기 편한 시절이었다고 공무원들은 술회한다. 총리 퇴임 이후에도 총리님의 여의도 사무실은 전, 현직 의원들이 드나들었다. 총리님의 경험을 듣고 배우려는 후학들의 사랑방이 되었다. 바다는 어떠한 물도 사양하지 않는다는 海不讓水(해불양수)와 최선을 다하고 하늘의 명을 기다린다는 뜻의 盡人事代天命(진인사대천명)을 좌우명으로 삼고 실천하고자 하셨다. 

 나와 총리님의 인연은 1990년도 초반이었다. 서울 생활을 잠시 접고 부산에서 어머니께 잠시 의탁하고 있을 때였다. 월간지를 보다가 이한동 의원의 인터뷰 장편기사를 읽고 그동안 내가 오해했던 이한동의 모습과 다르다는 것을 알았다. 그래서 괜히 죄송해져서 장문의 편지를 써서 이한동 의원실로 보냈다. 그것으로 끝난 줄 알았다. 보름쯤 지난 후에 이한동 총리님의 답신을 받았다. 손으로 쓴 편지지 2장이 넘어간 분량의 답신이었다. 답장을 읽고 나는 형언할 수 없는 감동을 느꼈다. 초면도 아닌 나에게 흉중의 진심을 말한 것 같아서 나는 흥분하지 않을 수 없었다. 나는 그 이후부터 이한동에 대한 글들을 뉴스나 언론에서 검색하기 시작했다. 월간조선이나 신동아에 아한동 총리님의 글을 꼼꼼히 챙겨보기 시작했고 여느 정치인과는 다른 점을 발견하기도 하고 정치인에 대한 선입관도 많이 바뀌었던 것으로 기억한다. 

 나는 1997년 신한국당의 경선이 치러지던 해부터 본격적으로 이한동 캠프라고 불리던 사무실에서 일하기 시작했다. 전 현직 의원들이 드나들고 스스로 도우려고 온 지인들이나 지지자들은 거의 연장자들이고 또래나 후배들은 손꼽을 정도였다. 그러니 내가 할 수 있는 일은 홍보물 발송이라든지 안내와 찾아오는 분들 접대 등 허드렛일이 많았다. 그때는 사명감으로 불만 없이 열심히 일했다. 대의원들을 만나러 가는 버스에 탑승하는 날은 운 좋은 날이라 생각했고 목이 터져라 ‘이한동’을 연호하고 다녔다. 내가 존경하고 지지하는 분이 대통령 후보가 되다면 큰 영광이라고 생각하고 청춘을 바쳐도 아깝지 않다는 마음으로 최선을 다하던 시절이었다. 

 대통령 후보 경선 와중에 상대방 지지자인 당직자와 이동 순서 문제로 욕설과 멱살잡이 직전까지 갔는데 총리님이 “이놈들 뭐하는 짓이냐” 라는 엄중한 언성으로 사태를 마무리 지으셨다. 나는 죄송해서 고개를 들 수 없었는데 지나가면서 어깨를 툭 치는 것으로 끝내 주셨다 또 그즈음에 내가 기자에게 막말을 해서 분위기가 싸늘해 진 적이 있었다. 지방지 기자인데 꼴사나워서 술 한잔을 마시고 무례한 말을 했었다. 그때도 총리님은 아무런 질책도 없었고 조용히 넘어 갈 수 있었다. 경선 당일에는 연설순서 추첨에 나설 우리 측 대리인인 자리에 없어 대리로 내가 추첨을 했는데 별로 좋지 않은 순번인 2번을 받았다. 후보들은 내심 끝번인 8번을 받기를 원했다. 나는 죄인이 된 기분이었다. 주사위는 던져졌고 두 번째 연설을 마치니 실내의 대의원 숫자가 눈에 띄게 줄어들었다. 이유는 실내온도가 너무 높아 더워서 자리를 지키고 앉아있기 힘들었다. 결과는 원하던 대로 되지 않았고 모든 행사는 끝났다. 차량으로 행사장을 빠져나가던 총리님 차의 창이 열리면서 총리님은 나에게 “미안해할 것 없어, 날이 더워서 빨리 연설하고 나온게 오히려 나았어” 라고 말씀하시며 나의 죄송함을 해소해 주셨다.

 그 외에도 감사하고 감명을 받은 사건들이 많았다. 그래서 나는 총리님을 더욱 존경하고 함께 해왔다. 나는 총리님을 포용의 정치인, 의리의 정치인이라고 말할 수 있다. 공동정부에서 총리직을 수행하다가 김대중 대통령이 임기 말에 곤란한 처지에 놓였을 때 국무총리직을 유지함으로써 김대중 정부의 성공을 위하고 국가의 안정적인 운영을 위해 최선을 다했다. 김종필 총재와 공동정권의 탈퇴와 총리직 유지에 대한 오해를 풀고 김 총재께서 서거하기 직전까지 함께 했다. 어느 자리에선가 당신을 따르던 참모들에게 총리시절 정부의 일자리를 주지 못한 것에 미안함을 표현하기도 하셨지만 우리는 총리님의 국가관과 공직에 대한 엄중한 입장을 알기에 이해할 수 있었다. 총리님은 국회직 비서나 보좌관들에게는 공식 직책을 불러주셨지만 몇 사람에게는 친근하게 이름을 불러주셨다. 내게도 평소에는 이름을 불렀는데 ‘이특보’라고 3번 정도 불러주신 기억이 있다. 별일은 아니었는데 그리 불리었을 때는 괜히 긴장했었던 것 같다. 

이한동 총리님은 어린 시절 전쟁과 가난을 경험하고 힘든 학창시절을 보냈고 책임감과 의지와 열정으로 극복했던 한국인의 본보기라고 생각한다. 평범함과 비범함을 모두 갖추었고 엄격함과 자상함을 두루 갖추었다. 현대정치의 거목이 서거했다고 언론에서는 말하지만 내게는 지극히 인간적이고 너그러웠던 내가 진심으로 존경하는 어른의 서거였음이다. 조금만 더 우리 곁에 계셨으면 하는 아쉬움이 크게 느껴진다. 대전 국립현충원에서 총리님의 가족들과 지인들과 모셨던 보좌진들이 눈물로 총리님을 보내드렸다.

 

총리님 그동안 감사했습니다. 총리님과 함께 한 시간은 제게 영광스러운 시간이었습니다. 그리고 총리님은 진정한 우리들의 영웅이었습니다. 하늘에서 평안을 누리시기를 온 마음으로 기원합니다.
